Yeah you're right, but you might be approaching it from the reverse angle of what the developers intended. I think it's more geared toward helping someone who has a specific sentence in their head find an accompanying scene for it, rather than someone with a movie in their head wanting to just see the scene again.
But yeah you're still right that there could be a deeper breadth of results.

You can easily use the "Clip That" feature on mobile YouTube to make clips from scenes. That's what I do.
