I'd argue that there actually is such a thing as "black culture". Africans are not part of it, just some of the descendants of africans that live in the USA.
Due to the systemic racism, which pushed black people the closer together (segragation; hoods forming) and separated them from white people, a separate culture appeared. They speak with a different accent and have a cuisine typical to them and a unique general mentality, so I'd say it's fair to say that "black culture" is a thing.
Someone having dark skin doesn't automatically make them part of black culture, but it doesn't deny it's existence.
Also, I'll add that the origins of that are very unique and interesting, becouse it's not often(as far as I know), that a marginalised group of people form a whole-ass culture, so different from anything else, just for that reason. Honestly, it makes me happy to see black people being proud of their culture, even after such a dark past.

Yea I had a friend in college who was black, he said he visited Uganda because his girlfriends family was from there, and they treated him like shit. I actually addressed that in my original comment, but basically black Americans exist severed from their original culture and heritage. They have a unifying bond in the suffering they've experienced for the last several centuries in the Americas. That's where you have the African American subculture, and you'll notice its lineage begins in the Americas and has very little callback to its origination in Africa.
That said, many black Americans do celebrate their unique point of origination if they're able to trace lineage to a particular point. Institutionalized and systematic racism still plague non-white communities, which continues a unified culture advocating for equality and justice.
This isn't even speculation, this is well-documented sociology and if you're interested there's thousands of articles and studies done.

People don't always just have one culture, families who marry can have different cultures. Why is a white guy screaming "you don't have a culture" at another white guy? So the fuck what if a white American person (especially the ones who are alive today) dress, eat, act, talk, and have morals or values that are drawn from people of color?
