Pubic bone, I believe. Most modern studies do bone-pressed pubic bone measurements. Basically, you measure from the top of your penis with the ruler pressed comfortably (don't push it so hard you feel pain or discomfort) into the fat pad directly above your penis. The pushing into the fat pad is because depending on your body fat % and distribution that fat pad can be larger or smaller so pressing into it until you touch the pubic bone is your "real" penis size, as someone who is very overweight could easily be losing 0.5-1 inch of "effective" penis size.

I know, she was punching below the belt during an argument. Like I said tho, when I lost weight it was the first time I felt at ease with it. I grew up thinking it was tiny, and now that Iām overweight again (and quite tall) proportionally it looks like small.
As I got older, despite having a normal bmi and not having gained more than 5 pounds, I had a little extra fat around my mid section and pubic region. I didn't lose weight but instead just cut body fat and put on a little muscle. Pretty much all the fat loss was from that mid section. I don't notice much difference in the rest of my body but my waist is back, my pants fit again, and I got that quarter inch back.
Even now if I slack off on my workouts or eat too much after a few days I can feel that belly fat trying to creep back in and steal my junk. I'm pretty slim overall but once I hit 40 everything goes straight to my stomach.

There was a famous scientist named Ken Unbach who approached that problem with his own method of "flattening the curve". Straight linear measuring instruments like rulers of course do not handle strongly curved items to be measured, so the only thing left is straightening out the item as best you can. What's also really cool about that show is how Jared Keeso plays Shoresy. It's like him and Wayne are played by 2 different actors. Wayne looks like he would wipe the floor with Shoresy. All tall with good posture and built like a brick shit house. Shoresy looks average, carries himself sort of slumped down and even looks shorter. Keeso is a great actor the way he has completely separated the characters both physically and vocal. I also appreciate he doesn't talk as high pitched as he does in Letterkenny.

One way to quantify this would be the change in quantile from flaccid to erect. So 'growers' are more outstanding erect than flaccid, and 'showers' are the opposite. But I've never seen raw penis size data available to link the 2, just summary stats and distributions.

When filling that same skin with blood to make it erect, it fills in all directions, shortening it a few millimeters.

When you stretch it, all the skin goes into length. An erection is just stretching it but with internal pressure so some of that skin goes to girth too instead of length so it is a bit shorter.

That seems to be part of the problem. I remember reading some "sources" from people who claimed this years and years ago. It wasn't one single study that went around with a single standard methodology. The paper was basically a gathering of all the separate literatures out there and comparing them. Obviously that can lead to some real issues which you are keying in on.
Didn't help that I think one of the main "academic" proponents of this was a racist white guy who tried to tie it to intelligence, saying larger sexual organs were a sign of lower intelligence and vice versa which is basically all the old stereotypes. They're providing the global average for both so you can use that as a baseline, and see that both global averages are close, which might suggest that, absent the data we want (e.g. local erect averages for all locations), we might be able to use the data we have (e.g. how local flaccid averages compare to the global flaccid average) to make predictions about what the data we want would look like (how local erect averages would compare to global erect average).

Stretched flaccid is probably more reliable as your erection can have some variation depending on level of arousal, and getting your dick measured at the doctor's office doesn't seem like the most arousing situation

Are they though? Many of the erect penis length studies are with self reported measurements, and even between doctors there has to be a standard for it to be truly reproducible. Half a cm makes a big difference in this case.

There are different levels of erection. The size of an erection varies based on exactly how hard it is. Stretched flaccid length is finding how far your skin can stretch and thereby establish the maximum erection size. It removes some variability and also doesn't require people to get an erection.
"stretched flaccid" is basically the same length as erect but doesn't require actually getting erect. Measuring the maximum size that the skin on your penis can reach is basically the same as using blood to reach that maximum size.

Yup, the thing about people of African descent is their genetic diversity over all other "races". For example you see the tallest and shortest humans amongst to Africans. You see some Africans with naturally slim figures and some naturally muscled with little effort. I imagine it's the same with penis's, their average is the same but you'll likely find the biggest and possibly the smallest specimens amongst those of African decent, so it perpetuates the myth. It's not. Do a personal experiment. Measure a penis by stretched flaccid length and then measure the same penis by erect length. It is remarkably close to the same measurement. So much so, that it is scientifically "safe" to measure stretched flaccid length if the test subject is not able to present an erection at the time of the measurement.

Race and ethnicity is a kind of weird thing, but for the most part we're grouping people based on very superficial characteristics - they don't necessarily translate to having a lot of common genetics. I would not expect a handful of small studies done on specific ethnic groups to translate to larger racial groups.
Again, I don't really care about this topic - at all. But the same kind of language is misleading in other areas. Think about someone who hears scientist shown that there's no difference between the brand name and the generic drug, but they feel that there is a really big difference because they're allergic to one of the binding chemicals in a certain generic. Or someone who hears science shows that there's no connection between this factor and that symptom when what actually has happened is that it hasn't been fairly studied.
If you're going to communicate data then you have a responsibility to do so accurately. It isn't hard to say something like "no link has been demonstrated between x and y."

I don't think someone would have funded it - The studies that we do have aren't great, it would be expensive to do well, and there isn't enough need or people interested. Unfortunately, a lot of sexual health research is underfunded and there is a lack of quality modern studies.
I would never ever start with the assumption that if there's a different someone would have found it by now. Not for any topic. We barely understand how men and women respond differently to essential medications, we don't have accurate maps of rapidly changing coastlines, there's a ton of basic information that we don't have. Former Anthropologist here: There has been definitive correlation with selective breeding in the New World to larger/stronger African slaves. I mean, it makes sense that you would want to breed your biggest and best to utilize for manual labor. Those larger bodies would usually have size relative genitals. Post-slavery would still carry those traits for some lineages even though no longer using selective breeding.

It is a massive headache to investigate people's ethnic histories. You have to trust the patient to accurately relate family history, which is itself somewhat untrustworthy, full of people omitting this or that ancestry or lying about false paternity and adoption, if the person even knows it. DNA testing is an alternative option, assuming you can trust the results (they might work OK for determining broad ancestry e.g. European vs. African vs. Indigenous American). But that's an added expense, and even if you go through with it you still have to pick fairly arbitrary cutoffs for "when is someone too mixed to be included in the study". So you'd end up spending time and/or money inventing and implementing your own idiosyncratic definition of race that your peers won't necessarily agree is valid, all while shrinking your sample size.
It's way easier to just ask people how they self-identify and then be honest about this limitation in your methods. Unless something very strange is going on, like half of all self-identified white men in Brazil are lying about their ancestry, with a sufficient sample size you will probably be able to detect any trends that are driven by differences in ancestry, since self-identified whites will have a much higher average European ancestry and a much lower average Black ancestry than the self-identified black group.

The Veale study I'm thinking of is a meta-analysis, and their requirements for including data in it were pretty decent. Certainly much better than that exaggerated Italian self-report dataset.

I understand that they are trying to avoid being overloaded with participants with body dysmorphia or other psychological anxiety related to their penis size but it seems like they have introduced a bias all of their own by excluding that population. And in the extreme, a major problem humans have experienced during birth is the size of the baby's head passing through. A wider vaginal canal would help alleviate this, which still causes many health problems for the mother even with modern medical techniques.
