This is actually alot harder to do than it looks. Just the first cut takes a lot of practice to build that skill. But a clean cut on the unsupported top that is a lot of hard work paying off. Happy dance is totally understandable as long as she remembers not to do it in a competitive setting.

Two reasons that I can think of offhand.
First, that's not the technique she was attempting. It almost certainly is one technique, but in Judo you don't ignore uki goshi just because you know o goshi - you learn each of the koshi-waza. In boxing you don't ignore your right cross just because your straight right is strong.
Second, flow and momentum matter. In the move you describe, I would think that it would be almost impossible to get a good cut on the free-floating, about to be free-falling, freshly severed target. However, a second upward strike can use gravity to "catch" the target and get a second clean cut, rather than attempting to "chase" the target.
Does that make sense? This is just supposition - I'm not an ... is it Iaido-ka in this case? Student of Iaido? Whatever, not my skillset so I'm kinda hypothesizing here.
Also, a big factor is that it is harder. If she's practicing for a competition, she's gotta go HAM.

I don't know the Japanese terminology, but cutting tatami mats is a way to practice with pretty much any sword, though obviously it originated in Japan. If you connect poorly, with the edge not lined up with the direction of the swing, you can see it in the cut. Some swords will beast-mode their way through the mat anyways, but you can still see if the cut was straight by checking the cut face. Less flexible blades are more prone to beast-mode-ing, as are tip-heavier swords.
Technically, you can cut tatami mats with basically any edged weapon, but people usually only do it with swords because the mats aren't cheap, so you save em for the cool shit. I saw a guy cut mats with a Dane axe once, and it was legitimately terrifying. An axe should not cut that clean.

The bottom half is a hakama, the top half might be a Keiko-gi, but i am not entirely sure that is is what she is wearing.
Keiko-gi means practice clothes and the hakama is part of it. The jacket is called an uwagi. in this particular case the keiko-gi would be called an Iaido-gi as she is practicing Iaido.
Thanks for enlightening me, in Germany, in Kendo, (at least in my club) we only differnciate between hakama and gi, well knowing that gi actually just means clothing.

Batto (and every Japanese sword style that I've seen) is right hand dominant at all times. It's always right over left or right on its own. Left to right cuts are difficult for a alot of people for that very reason. The only exception that I've ever seen is with a wakizashi but even then it's only when just the left hand is holding the sword.

This is not easy, you’ve never actually tried this, have you? Making a clean cut through rolled straw mats like this requires good blade alignment just to get through. Otherwise the blade will not get through and either knock over the mat or get stuck inside it. Making the first cut clean so the top doesn’t fall off, allowing the second cut requires perfect alignment.
