This is actually the center of an underground bunker, because of course in the '60s you would want your emergency operations center to also double as a bomb-proof fallout shelter for your government to continue to be able to operate out of. It was abandoned in the '90s, but is still full of Cold War era files and supplies for urban explorers to find. More info:

I think the overall structures are underground domes for weight distribution. Here is a sketch from the plans.

Then they decided to cut it up into rings with a circular room at the center, which is what the photos are showing Not sure if this is better than cutting the circle up with 90° angles inside.

It was abandoned after the cold war because keeping the water out in New Orleans is a constant struggle.

A lot of abandoned stuff in NOLA is underwater because of Katrina.

Not the case, I’m a New Orleans native- Katrina didn’t fill the city up with water and then the water decided to stick around for 16 years- that’s not how hurricanes work.

TIL. I do know that several buildings have been abandoned since Katrina hit. I assumed that all the standing water I saw had just been left there since then. I guess it was water that would have gotten in regardless, but had no one to pump it out.

Anyone know why it was abandoned?

They mention it was sealed off in the early '90s– I think it was probably because of the end of the Cold War. Not worth it for a city government to pay to maintain a giant underground bunker when there was no more imminent threat of nuclear war.

Underground building in New Orleans? So did they just have pumps running 24/7?

In their defense I’m sure there are a ton of fallout shelter bunkers that have been sealed up and abandoned across the world since the end of the Cold War. New Orleans just has the added effect of being at sea level.

A lot of bunkers have been repurposed. There are several in Florida that have been renovated, but still used as EOCs, too.

They should have a new one, on stilts. Or at least a couple of levels of parking garage under it.

Before the hurricane hit, I distinctly remember when I was much younger my father driving us through Louisiana at night and they were all these river boats that were illuminated docked on the water, while crossing over a bridge, it was so beautiful, this was back in 2003 so I’m sure it’s not there anymore. I think this was in Lafayette.

More likely Baton Rouge, as it's on the river and has riverboat casinos.
