I should point out each star means something and is supposed to represent the ideology of not only the PRC but Maoism in general.
It represents the unity of peasants, industrial workers, the petit bourgeoisie, and the national bourgeoisie through the Communist Party (the big star).
How would it work in America?
I mean, GA, SA, NC, VA, MD, DE, PA, NJ, NY, MA, CT, RI and NH kind of make sense, and then somebody can make up thirteen reasons like we have for the red white and blue (valor, purity and justice).

We already use 13 stripes and no one cares about that
50 states 6 territories. 1 of the territories, our capital is basically a state but not, and the actual territories are so distant they really should be independant, some dumb americans think they already are.
DC is a territory? Interesting, though the Australian capital is in a territory too so that shouldn't be surprising to me lol.
DC is a "federal enclave" for all intents and purposes its a state but they cant decide their own laws like states, or even have a representative in congress (one that gets a vote anyway) so its a state that's treated like a territory.
After thinking about it for awhile I decided to try and create what you suggested, let me know what you think

On the one hand I'm pretty sure nobody needs an American flag pulled up, but on the other hand that could also apply to a bunch of other flags. The US and maybe Canadian flag would be good ones to take off, though, since they're both pretty well-known.

Minor criticism, but the flag of the USSR was for several nations, and this is for I presume one? Would be cool to see that expanded on.
The Soviet flag represented the Union of Soviet Socialist Republics as a single state, just like how the US flag represents the Union of the separate states.
Not exactly a fair comparison, given that Russia itself was a union within the union, with states within it under its jurisdiction.
The USSR was, ultimately, a highly centralized federated state. From a vexillological standpoint, the fact that the SSR flags are defaced versions of the Soviet flag is especially notable.
I really like this actually, it eschews the number of states, so you don't have to worry about expansion later on.
I think the Fire doesn't make much sense though, i guess the Fire of the liberty Torch.
Its also missing Red, which is understandable since this is a USSR-ish flag.
If words were to be added (some version of the Soviet flag had CCCP), "United We Stand" would be a good phrase to use, getting rid of "In God We Trust" at the same time for secular reasons.

I made a few tweaks to this AWESOME concept:
replaced the flame with the 13-star arrangement that used to appear on the seal
reversed the direction of the eagle's head to imply war
added a red stripe along the end so that this flag would be a bit more discernible (from any other blue flag) in use

While unifying the stars makes sense and I love how clean this is, adding a stripe of red behind the eagle would be magnificent. I'd only make it extend a bit past the eagle on the left, the thin blue stripe would look very clean.
Alternative history; USSR survives, by using last minute reforms, and slowly, but surely - annexes most of the Warsaw Pact, tensions rapidly increase, and the threat to Europe, and freedom is constant. USA must take action, and it must be done NOW. Mobilization of the army begins, extensive training and propaganda are all present. The US is in a state fully prepared and ready for war, and most citizen know that it's inevitable. They change the flag, as the spies report rapid movement of Soviet forces to the German borders. Both sides know, that the so-called 'cold war' is soon not cold, it will be hot, or it will likely turn green. Nuclear weapons are a last resort, but if needed, they will be used. US must take action before the USSR can build up forces, and they do so by rapidly reforming NATO, and desperately aiding countries that soon will turn communist. A blitz attack, that is being decided. All depends on the one advantage, one card that the US holds. Professional spies, they are known to man to be the best, but even the best cannot get their hands on the most classified information.

The USSR flag was more about an Ideology rather than National Symbols (it doesn't really have any russian elements), I think maybe another symbol for democracy would be better than the US eagle when it comes to representing the ideas like Liberty and Democracy. Maybe a torch like this or olive branches would work.
