Saw a thing the other day about how their programs sort and store all the data. Pretty 1984 shit going on and the sheep just keep preoccupied w/ the latest thing .

go up there with a ~~hacksaw~~ battery operated sawzall and cut the mounting poles off too.
They'd probably notice that a lot quicker than if you just pointed the camera away from any cars.
i mean best would be to open the camera up and solder in a chip that makes it give EVERYONE tickets no matter what. make the whole city revolt against them.
If you're going that complicated of a route, it'd be hilarious to Photoshop a bunch of pictures of government vehicles (or generic vehicles with the license plates of local city owned vehicles, especially cop cars) in the intersection and load them onto a digital picture frame and put that in front of the camera.
You see what citizens are reduced to when guns are taken away?!
