It's edited with interpolated frames to cut out the rest of whatever sentence he's saying. Yes, he usually says something along the lines of "was this story based on a real event?"

It is cut, there is words after

It looks like it's edited so that everything he says afterwards is super sped up (but the audio is cut off after based), so it looks like he just kind of closes his mouth. There are varying degrees of that, but essentially the end of his sentence where he says "on real life" or something is just kind of cut together. That's my guess at least. You'll notice that there is music playing over the whole video consistently, meaning it's not coming from the clips themselves.

You may be able to do something similar with cutting the video after he says "based" and splicing it with when he's done talking, then using something like morph cut in Premiere to match them up. Or I could be completely wrong, and Jonathan Frakes actually just pauses after he says "based".
